What Causes Tiny Red Dots On The Penis?

i am not circumsized and i have a bright red irritation at the tip of my penis with tiny red dots..Not bumps also have tiny red dots not bumps on my foreskin.. No liquid comes out of them sometimes they itch.. they have come and gone 3 times in the past 6 months.. gets worse after sex or masterbating is this an std?
