What Causes Tiny Red Rashes On Top Of Hands And Forearms In A Teenager?

My 14 year old son had a rash on the tops of his hands and inside of both foresrms. The bumps were tiny and red/ pink. He also had a mild fever. We are going to take him to the Dr. tomorrow. Any idea if this is something serious? Thanks. He s had all his vaccines.
