What Causes Tiny Red Spots All Over Body?

last night i noticed that my daughter had tiny red spots all over her body, literally from head to toe. this morning they are brighter, the skin around each spot is white, the skin on her legs also looks blue-grey where there are no spots. she has no high temp, but has not been herself for a few days.
