What Causes Tiny White Boils On The Chest?

Hi, ive started eatin really healthy lots of fish fruit meats, gave up the fags and started working out and running but for the 1st time in my life im breaking out in small little whiteheads on my chest and there not going away!! Im 23 so should be past the spot stage, any ideas?
