What Causes Vaginal Bleeding Along With Abdominal Cramps During Pregnancy?

I had 3 urin test done that came out postive for pregnancy i then had cramps and started bleeding like a regular period went to the er had a negative urin test an my blood work had pregnancy hormones but 12% hcg levels what does this mean im pregnant or not
