What Causes Vein Palpitation In Neck Of Child?

Hi dr. Andrew My Little boy 6 year old has a quotation of the aorta, no surgery needed, but I noticed on his right side right now under his cheek on the neck the vain was palpitating really fast... do you think if it is related to high blood pressure. Thank you
