What Causes Visible Blue Veins On Abdomen Of A 1 Year Old?

Hi, I am a daycare provider and I have a question about one of the babies we care for. The little boy is just shy of 1 year old. His stomach is very bulging and hard. The rest of his body is very thin. I believe it is called Toddler Tummy. His abdomen is covered with visual blue veins. He cries all day long, and spits out solid foods. Like I said, he will be a year in a week. He eats nothing but soft foods, ie baby food. He is about 6 months delayed in milestones. Is this something we need to bring to the parent s attention?
