What Causes Weight Gain After Starting Birth Control?

I just started birth control and I have noticed that I have put on a some weight. I am fairly small only 5'2" and roughly 115 lbs and now I am up to about 119. I have been trying to work out but I can't seem to lose the extra weight. could this be excess water?
