What Causes Welps On Body And Swollen Neck And Muscles?

I have welps all over my body, swollen and sore neck and muscles and read hurting burning eyes. My lips also have been swelling and my face some and I just dont feel good. The doctor said I had an ekg eye virus, does it cause all these symptoms and is it like a herpes virus/
