What Causes Wet And Cold Feeling At The Penile Tip?

nullHi , the tip of my penis feels constantly wet and cold and I feel a small irritation under the foreskin.i have tried wiping my penis dry but after I do It feels wet again , and when I wipe it , I get a very small amount of some fluid ( no colour) . What could this be ? Thanks in advance
