What Causes White Bumps All Over The Body?

I have had several white pimple like bumps popping up in different parts of my body. At first, do not appear to be liquid filled. Over several weeks, will eventually fill and pop, but leave a small scar. They feel as if you could scratch them off, but can t. Any ideas?
