What Causes White Bumps On Penis?

I have got lots of little white bumps all over my penis and scrotum, the seem to be situated mainly at the joint of which my penis and scrotum attach , but then scatter around my penis and scrotum, i have always had these since i was a child.. they dont cause any pain, but i am just wondering if they are normal..
