What Causes White Bumps On The Inner Thighs?

On vacation in Florida. Been here over a week. Mostly suntanning and relaxing. Went into the jacuzzi last night. Have been using sunscreen, tanning oil, Aveeno body wash in the shower that I always use, same shave gel as always, some scented coconut lotion after showering... Was reading on balcony this evening and had a blanket over me. When I got up to go inside I noticed many small white bumps all over my inner thighs. Way more on the right thigh. Not itchy. No burning. No irritation. No other symptoms. Just the bumps. What is this?
