What Causes White Color Bumps On The Shoulders?

I have white lesions or bumps on my shoulders (about a dozen) that i have had for a couple of years. They resemble whiteheads, but I imagine they are not since they have not got worse or better over the years. I have tried everything from acne cream to scar lotion to red-blue phototherapy lights and they still will not change. I have no idea what they are. I have read about follicular macular atophy and that sounds the closest to what is but I still do not know. Is there anything you can tell me from my description?
