What Causes White Coloured Bumps In Shaft Near Scrotum?

My boyfriend has small white/flesh colored bumps in the crease where his shaft meets his scrotum, he says that they don't itch or anything, but I am very curious as to what these are since we have been sexually active, but cannot afford insurance or going to the doctor
