What Causes White Deposit Around The Penis?

i think i maybe infected with somthing but idk what it is i have a pretty good knowledge of stds but i have no idea what this might be i have this white stuff that forms around my penis i wash daily and it comes back after a day or so i have been tested and my results came back negitive for everything is this becouse im not cercomsised?
