What Causes White Discharge Under Foreskin Of Penis?

Hello, I need help i dont talk to my doctor or anyone cause im ashamed but i need help, Im 16 just turned and i havent stretched or done anything really with my forskin and im getting that white chessy stuff as well, but thats not really my problem im wondering that is the reason my dick is only 5'' because im have foreskin or is it something else? And what can i do to change this?
