What Causes White Film On Feet And Legs?

I recently noticed that my feet are covered with a white chalky film. Upon closer inspection I also notice it was

also on my legs. They don't feel dry and are not cracked or anything like that. It's as if someone took some

white chalk and just polished my skin.
