What Causes White Flaky Skin On Testicles?

My testis are peeling with someting white element? hii I am 19 year boy a day ago i was sitting in my college and suddenly my Testis get burning senstation and it was paining and then after I went to my home from college I saw that there is a white element coming from my testis I ignore it and on second day i saw that my testics skin is removing and with that white element and now also it is going on everytime that white element is coming from my testics skin and my skin is peeling in a large amount.... Can bathing with dettol can cure it or bathing with hot water will cure it ?? If not then tell me some medicine to take it off.
