What Causes White Layer On Penis?

Hi,i've had this white film on my penis for about 4 months,i haven't really given it much thought since i have totally no symptoms of discomfort,pain,itchiness,soreness or anything else.I am just curious if this thing needs medical attention,its like this white film/membrane is connecting my glans and my foreskin.I am a 13 year old and i practice good hygiene.I hope you can inform me further about my condition
