What Causes White Matter On The Circumcised Scar Of A Child?

My son is 10 years old. He is circumcised and for years has had these small white seed like things under his skin (where the circumsion scar is) and sometimes the white seeds have a little black dot on the end. What is this? There have been a time or two when we have pushed the seed out and it s hard.
