What Causes White Patches And Swelling In Legs?

Hi my mom has started getting white patches on her lower legs, she is very swollen in her legs. Her hospice nurse was here yesterday and checked mom, she did check mom and mom is swollen all over from her head to her toes. We are wondering what the white patches are.
