What Causes White Patches On Chest Followed By White Dot On Lip?

my husband has white patches like stipes on the chest this we have noticed 8 years back but no chnage in the size till now but recently e saw one tiny white dot in the middle of the lower lip border so tht is our concern we got him shown to two doctors one of them said it is vitilogo the other said that it does not look like that and asked him to wait for two monthes now it is already 1 1/2 month we don't c much difference in the size it is negligable can u pls suggest any good dermatologist .
