What Causes White Patches On The Penis?

Hi, when masturbating my penis head can get very hard and tight which is not uncomfortable and actually feels good. However, I've had a small white patch that first appeared some years now and a new one just appeared both on the penis head. Neither are painful and are visible when flaccid but not when erect. I assume this may be some kind of skin damage/scarring?
