What Causes White Ringed Reddish Blisters On The Palm?

My name is Billy, i'm 21, living in Ohio. I'm about 5',7", and 230 pounds. I have red spots, surrounded by a white ring on my palms. They itch, and burn. If i ignore them, they go away, but anything touching my hands, and they come back. They do not stay in the same place. Some are large, dime size, some are small like a pen tip. Some are circular, others are mishapen. What could it be?
