What Causes White Secretion Under Foreskin?

I am diabetic type2 and have noticed a similar pasty white secretion under my foreskin at the base of my penis head. I have been keeping the area clean but notice that the secretion actually flows from around under the penis head in a clear sticky fluid. Is this the same or am I dealing with something else related to my diabetes?
