What Causes White Smelly Layer On My Penis Glans?

I am very concerned about this matterI am 22 years old, sexually active. I'm very clean and hygienic alert !Before and after having sex, I always litteraly wash my penis, head and shaft.In the mornings I take another bath, clean thoroughly, in about 3 hours after that when I visit the toilet, I pull back the foreskin, there remains a white smelly layer on the head, I usually rubb it off with toilet paper, but this not normal? Is it?<What could this be? Do I have an infection??
