What Causes White Spots Around The Vagina?

my girlfriend has white spots around her vagina where her shaved pubic hair is... they look flat and different sizes but the biggest is the size of a nickel..she said its from the tanning bed but the spots havent gone away in almost a month... is this dry skin or a more serious condition? there is at least 5 spots
