What Causes White Spots On Chest?

Hi, Im 24 years old and for the last 8 or so years I've been getting white spots on my chest. Sometimes they flare up and when they have burst I often find a ring of soft hair inside, so I assume it's some kind of ingrowing hair. I was wondering what this is called and if there is anything I can use to stop it. Many thanks
