What Causes White Spots On Penis With Dry Skin?

I am 38 years old White male. I week ago I have noticed two rounded spots on the skin on my penis that look like wounds. They are probably around 5 mm long. One of them got a thin line of broken skin which looks like the small cut. I have noticed that the skin of my penis is very dry. I haven't had sex not done anything weird for this to happen. Is it the lack of vitamin C and what kind of cream shoud I use to solve this problem. Is it possible that I spread something by dirty hands?
