What Causes White Spots On Skin When Not Using Compression Garments?

I have secondary lymphedema in one leg, after a cancer surgery in the pelvic area. Sometimes the lower part of that leg becomes a little bit reddish, with small, pea size white spots under the skin (when I am without the compression garment for 20 minutes or so.) What can that be? Thank you in advance.
