What Causes White Spots On The Arms And Legs?

My uncle has an unknown sudden depression that has been going on for over a year now. He has under gone shock treatments and heavy medications. I noticed he seems off balance and has white spots on his arms and legs some of which seem to be breaking open like calcium excretion. Could this be a disease? Any leads?
