What Causes White Spots On Torso, Face And Scalp Of A Child?

my 2year old daught keeps getting random white spots on her torso face and scalp, they almost look like little burns but then they go away and another comes somewhere else. she just woke up from her nap and has them on the nape of her neck and won't stop scratching them.
