What Causes White Spots On Vaginal Lips?

hi there, i'm 16, and have not had intercourse, but i have been involved in other sexual activities, for over a year i have had small white spots on the inner and outter lips of my labia minora, i have reserched and they could possibly be either sebaceous glands or what they resemble more is genital warts, which is a HPV symptom, how can i tell the difference without going to a doctor? thanks.
