What Causes White Stuff On Penis Head?

i have white stuff on my penis when i pull my foreskin back it looks like dead skin but also smells, it peels off and the skin underneath is red and a little painfull, also not all the time but sometimes it burns when i pee andthe pee is cloudy or really green an that als smells HELP IM SCARED ?
