What Causes Whooshing Sound In Ears?

What causes the whooshing sound in my ears ? Head feels full of blood. Like I can feel my pulse in my ears. Feel easily dizzy from changing head positions. I am 51. Male. Also noticed I am More easily out off breath when going up stairs. Have not been active with exercise in many years. Recently started exercise after miniscis surgery on left knee.
