What Causes Wound On Feet With Itchiness?

My son once put on his shoes without socks. He formed wounds on both feet that won't go away for around 2 months now. They are also itching him. The pharmacist gave him a cortisone cream that hasn't worked. Could he have diabetes? I would also like to know which doctor should I consult (which specialization).
