What Causing Severe Itching In My Belly?

hi,i had a ligation on march 2010.after that i dont have any infection and everything was fine..but a few months ago my belly starts to itch and i keep on scratching till it comes out red spots.and now i dont feel much itchy than before but the spots had turned black.is there any cure for it???
