What Could Be Causing A Persistent Red Patch And A Small Painful Cut On My Penis?

I have a red patch on the top of my penis. And there is a tiny cut on the top of my penis’s side skin. When i touch the cut, it pains a little, but the patch doesn’t pain. The red patch has been there for some time now, i tried to make sure to clean it properly after seeing it but it is still there and I’m worried what is it and how to cure it. Please help
