What Could Be Causing Recurring Penile Itching And Red Dots On The Glans Despite Treatment For Urinary And Bacterial Infections?

I am having a itching problem in my penis and inside the sensitive gland there is small red dots .when the penis get erect that can be visible.so then i consult the doctor and done test like vdrl ,sugar ,urine all the test got negative but doctor told me it is due to infection in urine.i dont understand how come that urine infection leads to itching i was expecting fungal infection. Doctor prescribed me urine infection medicine i complete my course and itching is gone after few weeks again itching started. Then again i consulted another doctor he told me it is due to bacterial infection and given a medicine like candid b ointment vdm kit t fucef 500 after taking this medicine itching is gone but still small red dots is in the senstive gland.i have mention above the condition mostly in the side of the gland.and itching also started sometimes then i use candid b ointment
