What Could Be The Red Circles On Legs?

My boyfreind just noticed today two red circles on his leg, one the size of a dime, Lighter colored and the other is slightly bigger than a quarter, darker in color, the bigger one is tender to the touch and looks like a burn and when i move my finger across it, the skin moves on top and wrinkles.
