What Could Be Under Skin Of Penis Which Is Hard Piece?

I have something under skin of penis for about 2 weeks it feels like a worm?? wrapped around head of penis about one half inch below rim and has a hard piece about three eights of an inch that get stiff and protrudes from undersie of head when aroused
