What Could Black And Blue Spots On Penis Head Suggest?

I have tiny black and blue like spots around the head of my penis. it looks like its on the inside because its smooth when i run my hands thru it. Its only on the tip of my penis. doesnt hurt at all and no pain when i pee, just that dis color and it all showed up there over night??? any ideas?
