What Could Brown Spots On Penis Suggest?

I've been to three doctors.. First He looks at my penis from five feet away tells me I have genital warts.. I use this brown stuff for a year nothing happens they r still there.. The second wasn't sure so she freezes it.. went away but came back.. The third says use aldara and he freezes them. I go back and they r stil there. He then says if all three hasn't done anything then they aren't gential warts. SO I have them cut off.. But the doc missed three tiny tiny ones. they r stil there.. What do I do to find out if they r just forduce's spots?
