What Could Bumps On Arms, Thigh And Stomach Suggest?

For the past three weeks Ive had these circular bumps on my arms,thighs,back,neck,and stomach. They don't itch very often. Some look scabby but not all of them. Some are small but some are about the size of a penny. At first I thought it was because of dry skin. That's when I started using Extra Dry Skin Lotion and Dial Antibacterial soap. That didn't seam to work. I'm a 13 year old female and I don't know what it might be. Any ideas?
