What Could Bumps On Forearm With Inflamed Skin Suggest?

I recently found a bump in my fore arm (middle, away from joints). It is about 1cm in diameter and feels hard and flat. I am able to move it by stretching the skin. The surrounding skin is not inflamed or red. It has been the same for about a week. Any idea what this might be?
