What Could Bumps On Penis Head Suggest?

Hello, I i have these two bumps side by side on the head of my penis...Went to the doctor last week, he didn't even feel the need to run a test on them...considering i haven't even been with neone in 4 months...He didn't seem to concern. But really didnt state what it could possibly be..I'm just curious. There is not any irritation at all...or and open lesiions, just look like zits really...
