What Could Bumps On Shin Suggest?

Last week I have noticed my 17 year old daughter has a bump on both of her shins. One is more pronounced than the other. The bumps are still there and have not gone down. Pressing on it it is painful.
Do you know what may be the cause for this? Is it serious?
