What Could Bumpy Rashes On Hands And Thigh Suggest?

Hi My 3 year old has a bumpy rash on his hands and his simialar small bumps on his back and inner thigh, but the bumps on his feet tunred into black dots. He has no fever, and no major itching. I went to 2 doctors and they said to just keep watching it for now What do you think.
