What Could Cause Sudden Itchy, Painful Bumps All Over My Daughter’s Scalp?

My 20 year old daughter suddenly developed bumps throughout her scalp that are itchy and quite sore. It has gotten worse throughout the day. And although I cannot see them due to her hair, I can easily feel them throughout her entire scalp. Any idea what this can be?
